It is a visual RAD tool for building COM Add-ins, Smart Tags and RTD servers in Delphi 5, 6, 7, 2005 and 2006. Add-in Express implements everything required by the supported technologies such as IDTExtensibility2, ISmartTag and ISmartTagTopic, you write functional code only.
