HTML2EXE is an HTML compiler. It allows you to compile a HTML page, or an entire web site into a single easily distributable e-book file that contains your html and images and also a built-in browser which automatically loads and views your html. This compiled application can
even be used from windows 3.1, so you don't need to worry about how powerful your end-user's PC is or which version of windows it is running.
